A revised headset control tool

An updated version of the VR headset control utility, no longer relying on PSVRToolbox-style turn-on sequence (that is extremely slow), in short a correct power-up / soft reset requires a set of very different commands that take much less time to complete: display on, exit VR, set cinematic params (no need to cycle VR on-off, in fact), delayed LED control.

List of switches and controls:

• nostartup - do not power the display on on the program's start (only affects a resident behavior)
• resident - start as a visible on-screen control window (just shuts the headset off otherwise), good for adding as a Windows start-up application to have the display running right off. Will power the headset down when shutting down the system in this case. Will not(!) interfere with any VR software, as all the USB access is restricted to the on-demand only, releasing the driver immediately after issuing each command sequence!
• "RES" button - reset, acts as either a fast recenter (click) or an SW reset (Shift+click), reverts from the VR mode and dims the LEDs in the latter case.
• "OFF" button - turn the headset off (full power-down, requires a remote control button to power the headset back up).
